One of the goals of urban planning is to plan the expansion of the city taking into consideration the welfare of the people, structure and organize urban space making it suitable for the development of human activities, always aiming to improve the population's quality of life. One of the requirements for territorial development is the existence of basic sanitation services. With the creation of the Ministry of Cities and the enactment of Law No. 11,445 of 2007 sanitation issues to the fore and began to be treated with more commitment by governments, making a state mission to universal access to sanitation. However, what is observed in reality is that municipalities go the slow pace of the universalisation and many challenges remain to be overcome. In this sense, the objective of this research was to analyze the evolution of the main events of the sanitation story.
