SOCIAL NETWORKS IN THE SOCIAL SECURITY REFORM'S POWER RELATIONSHIP

Thispaperwasdesignedtodemonstratethepowerofpower networks, manifestedbyparliamentarians in relationtothemain social securityreforms, carried out in Brazilfromthe 1988. ConstitutionuntiltheonereferredtotheConstitutionalAmendment Project nº 06/2019. The investigationwasbasedonthedescriptiveevaluativemethod, alsousing data colle ctionand, fromthese, informationwasgeneratedthroughtree-type networks, in such a way as tobeevident, throughthe votes castbythe Federal Deputiessupportorrejectionoftextsforwardedbytherespective central executivebranch’sheads. The studyobtainedresultsrelatedtothe social securityconcept, as aninstrumenttopromoteequityofretireesandpensionerswithworkerswho are working; thewithdrawalofworkers social achievementsestablished in theconstitution; thepower network exercisedbytheexecutivebranchchiefs (all), fromthe Fernando Henrique government, toparliamentarianstoapprovethe social securitybreakdownandnow, withthe Bolsonaro government, tothe social security legal breakdown. In conclusion, it hasalwaysbeentheinterestoftheexecutivebranchheadstounprotect social rights, withdrawingrightswonandalreadyguaranteed in thenation'slarger legal system, transferringtheseresourcestootherappropriationsandrepayingdebtsbuiltonmisbehaviorconductingpastandpres ent management.
